One important aspect that helped Epic Games in the development of Gears of War 3 is the fan feedback. This was the revelation made by creator Cliff Bleszinski in an interview with Gamespot.
This, on top of observation on other games as well as metrics, helped shape and reshape the game to the final product that it has come to today. Said Bleszinski, "The first thing we do is always pay attention to forums and Twitter and social networking, that's a good temperature check."

He furthers, "The second thing we use is metrics; we've found sometimes there's a difference between what people are saying in the forums, and what's actually going on in the wild." For example, he said, although most fans would say that the sawed-off shotgun is the most powerful weapon in their opinion, the metrics reveal that this is not actually conclusive. The last important ingredient for him is their gut feel. "If we can't trust that we might as well pack it in."
Gears of War 3 is set to come out on September 20th. So far, the game is on top of the Pre-Order charts in retailers, so that should be a good sign of how warm the welcome will be for it when it does release. The soundtrack should also be available on iTunes, so do check that out as well.
