The publisher has opened up a poll via their official Facebook page, inviting fans around the world to influence the look of an upcoming character race. Said their post:

"Skyrim is the home of the Nords, and as such, all of our key art and gameplay demos have shown your character as one. As cool as he looks, we realize when November rolls around, many of you will be playing as a different race (or several different races). With that in mind, we wanted to give you guys a chance to see what another character race looks like."
"To accomplish this, today we're putting up a couple of polls on our Facebook page for The Elder Scrolls: The Elder Council. Voting will go through 9AM EST tomorrow morning, and later in the week, we'll be sharing a character screenshot with you guys."
What are you waiting for? You've still got time! Throw your idea into the pot while it's hot! In the meantime, in case you just want to sit back and enjoy, then you can check out this Comic Con gameplay video for Skyrim. Bethesda's also previously reasserted their ownership of the franchise, saying that they would much rather maintain development in-house at this point.

In no way are the community influencing the design of a new race. They are just voting on an existing race and class for Bethesda to knock up a character in the character creator and share a screenshot. That's it.

They are holding a poll to decide what race and class they show in their next batch of screenshots (e.g. Imperial Thief, or Nord Mage, etc)
That's it.
i.e. the choices are existing races and classes.
