Ummm. in order to have Xbox Live you have to have a broadband connection if I am not mistaken.
maybe i'm just thick, but i can't see where on there they let you see the actual themes and gamer pics. THAT would be an excellent feature.
i had the same thought, but apparently previews of themes and gamer pics are ALREADY available on xbox.com (someone was kind enough to post a link to it in another forum after I said the same thing you did)

Why can Microsoft not put together a rollup list on the site of everything added to Live in date order?
I find it frustrating relying on forums and spending time etc to find out the latest downloads. It would be great to view all downloads in one list (with the cost if not free).
