Just recently, Major Nelson has reported that the next time you want to play Crackdown (and we know that's should be some time about now), make sure first that you are connected to Xbox Live. As the Major recounts, before you see the familiar interface, you will be prompted for a little update.
Even the Major doesn't know for certain what this update does, but according to him, he has been told that this update will perform two things: first, it will address several minor technical issues to ensure a smoother online gameplay experience. So we guess that's already that fix, don't you think so? Anyway, Major Nelson added that the second thing the update does is to increase the number of ambient gang vehicles that populate Pacific City.
On a related matter, RealTime Worlds (RTW) producer Phil Wilson revealed the other day that some of the upcoming downloadable content (DLC) for Crackdown. Among those would be the free content called "Reset Gangs" which will ultimately replace the current crimes on/off toggle. This option will reset the bosses players' have already defeated.

Never had this happen in my like 30+ hours of playing the game, and for it to happen within the first hour after the update....makes me think it was the update...
