Asked about how far along Gears of War 2 is, Capps was able to confirm that the upcoming shooter game is now in its pre-alpha stages. This is probably why Capps was unable to provide more concrete details for the game - just an assurance that there will be chainsaw dueling, more powerful weapons, and more multiplayer info in the future.
For good measure too, we won't be paying for any weapons. Post-product content is a different thing altogether though, as Capps say they will still have to think about it.
When the interview segued to Grand Theft Auto IV, Capps admits to being a fan (of GTA: Vice City at least). However, according to him, any comparisons with GoW 2 will be moot since GTA 4 will be all about the size of its open-world while Gears of War 2 prides itself for its graphics. Capps describes GoW 2 as a cinematic experience which will last between ten to fourteen hours in a roughly linear and tight narrative.
Putting a premium on the storyline, Capps even gave insights for the upcoming Gears of War comic. Much like Star Wars: The Force Unleashed (which bridges the vacuum between Episode III and Episode IV), the Gears of War comic book will focus on the events between Gears of War 1 and 2.

Pre alpha means it's not a question of whether they can show it, it's whether they want to show it. Unfortunately, there probably won't be much new stuff in there if it's pre-alpha, it will probably look like a shinier Gears of war.
