The modchip">WiiKey team has released a bunch of set-up discs for their new modchip. These setup discs are required to enable the modchip's region-free functionality. There are two versions of the discs: one that requires a GameCube controller, and one that doesn't. They're pretty much similar except for the controller requirement.

In order to enable the region-free feature of Wiikey you need to download the setup disc image which corresponds with your console's region settings. It contains an application (runs in GC mode) that allows you to enable or disable the region free feature. You only have to run the setup once and you're good to go. This also serves as proof that WiiKey is indeed upgradeable from the DVD.

The WiiKey team also announced that another setup disc version which will allow cycling and selecting the menu options with the Wii's RESET button will be released later this week.

My European PAL Wii with a Wiikey installed will let me play my backed up NTSC games with no problems?

Yes, so long as your TV signals are the same. The buzz in the modchip community is that PAL Wiis can't do NTSC anything and the same for the NTSC Wiis trying to do PAL. It simply doesn't work, the hardware isn't there for the signal conversion.
