Word of a Monday announcement originated from this tweet on Capcom's official Twitter page, made in response to someone asking if any SSFIV news would be coming out during the weekend:

Monday may not be the day, however. There's a teaser site that's just gone live as well, but the opening date branded on it is September 29. more specifically, at 5PM Japan time. The url -- http://www.capcom.co.jp/newwarrior/index.html -- certainly adds more weight to the sequel rumor.
As for how Super Street Fighter IV became a topic of discussion, well, apparently it was shown to members of the press behind closed doors at TGS. And then there's this picture spotted on GamePro Germany:
Notice the arrows? The red one points to a character who looks just like a Street Fighter IV version of T. Hawk. The blue arrow, on the other hand, points to the "S" clearly seen behind the "Street Fighter" logo. Add all those together and you've got yourself a Super Street Fighter IV rumor.

The guys who make you pay for some stupid Resident Evil V online modes that should definitely have been included with the game.

The guys who made versions of Street Fighter 2 after Street Fighter 2 with minor adjustments, especially SF2 Turbo Hyper Fighting which did nothing more but add a speed modifier and make Bison, Balrog, Sagat, and Vega playable. Characters who were already in the game on the original Street Fighter 2 but unplayable until Capcom forced everyone to buy the next version.
