Capcom has already confirmed that Resident Evil 5 DLC will be coming down the line, but the first announcement didn't really give any clues as to what the DLC will be. The March issue of the PlayStation: The Official Magazine (US edition) does, though.
The following statement was made near the end of the mag's Resident Evil 5 review:
The fun doesn't end when you complete RE5's main story-line. We're sworn to secrecy, but we've had a peek at an unlockable mode for forthcoming DLC, and it's awesome.
No further details yet on this unlockable mode, but it's nice to know that the DLC will be meatier than just a couple of skins. The statement was made in a review of the PlayStation 3 version of the game, but there's been no indication that the DLC will be PS3-exclusive.
Resident Evil 5 is scheduled for a March 13 release on PS3 and Xbox 360.

I'd have no problem with this if it came out months after RE5's release, but it's probably something they are purposefully keeping out of the game to sell later (or, in the case of SF1V, on the same day the game comes out)

I don't know what the hype is on this hybrid disc. This has been done for years.

I see your point, but I still don't like this. If it could've been included at shipping time it should have been, end of story. Not held back on purpose to charge more for later. Underhanded is an understatement for that. $60 is already too much for games
This isn't a great example, but Gears 2 map DLC includes two maps and the third was a map from Gears1 for PC (free with the game). Gears 2 cost only $10 mil to make, and ranked in hundreds of millions in profits. And they have the mind to charge $10 more for two new maps plus one they had lying around from Gears 1 for PC? Ridiculous
Now Capcom is going to charge $4 for 5 costumes in SFIV, on the day of release no less.
