A profile review is in order first. Cid is a Sanctum officer, and carries a weapon quite similar to what Lightning showcases around. He does, however, seem to have his own agenda and does not, in fact, have that much of an advocacy against the I'Cie.
Apart from Cid, the Shonen Jump scans also revealed Rygdea, his subordinate. He captains one of the airships in Cid's fleet and tends to be insubordinate to his boss. There's also Vanille's new earth summon, Hecatoncheir. As for the old man in the scan, he is reportedly one of the highest reps of Sanctum. His mission in life: Cocoon peace.
