But like I said, the tides turn the other way when Lockdown was released, they took off the planning section so it went from stragetic FPS to just your average FPS. Probably to increase fanbase support for the R6 franchise.
The main reason why COD4 is amazing is because Infinity Ward uses their own proprietary engine. Unlike Ubisoft Montreal which uses the Unreal Engine 3, IW can optimize everything since they are the ones who developed the engine.
