Contrary to earlier reports, Nintendo has confirmed that 3DS' digital download store, as well as its internet browser, will be ready when the device launches this March.
Yesterday, a report from Wired surfaced claiming that the handhelds eStore and browser would not be ready on day one and would be added later via a firmware update to the system. However, a Nintendo rep told Eurogamer today that "although neither an internet browser nor the eStore would be included in the console's initial firmware they will be updated on day one.
The Nintendo 3DS launches across Europe on 25th March and will be available in the US on the 27th.

I doubt it. The Wii and DSi browsers left a lot to be desired.

“Games and services offered by Nintendo can vary by region. Nintendo of America will release additional information about Nintendo eShop, including timing, content and pricing, at a later date.”
-Nintendo of America’s Charlie Scibetta
It says nothing about being ready on launch. In fact it clearly states they will tell us LATER and that each region is different.
