Alright, here's another reason (besides getting to snag all those hot Japanese girls) for you guys to learn Japanese. You see, we need your help. Infantile Paralysiser just released his latest version of Image Viewer and it's up for grabs here. Anyway, we deduced from the said dev's site that this is still an unstable version (so get v0.3 first, if you want a stable one) although, this one has a few improvements, like the preview size and full size bug fix.
Below is a changelog of some sort, lifted from the dev's site, to give you an idea of the modifications this homebrew app had gone through. Now, we're not exactly prolific linguists here, so if you have a better translation, please, please, please do give us a heads-up. We'd sure appreciate it.
Image Viewer Version 0.3 test1
- The EZ4 entry possible driver which it receives from the emperor was installed.
- At the time of IPK file selection, the scroll it tried to do long file name.
- Several reduction percentage was added. (25% was deleted)
- The idea contest which one stage changes reduction percentage was added.

- Because while the debugging cord/code which each time when starting is started from view mode was inserted it raised it corrected.

- Key mapping of the L (R) + bottom of view mode was cancelled.
- It reached the point where the CustomJpeg format can be handled. (Because of appraisal edition of modifying specification there is possibility)
Image Viewer Version 0.3 test4
- Improving, it made the picture quality of the CustomJpeg format default setting. (Ver0.The IPK file which was made with 3test3 there is no compatibility)
- The bug which with specific resolution has difference in preview size and full size was corrected.

I tried Image Viewer once. It looks like there's no other way to use it besides running a tool on your PC which generates the thumbnails for the images you want to see on your DS. I really don't understand why using a viewer should be this complex because there are FAT libs supporting most of the known flash carts now... The app could create the thumbnails on the DS and store them on the file system? This would make it a bit slower but would also eliminate the need for the IPK utility on the PC's side...
