It's not really unexpected, but Naruto-kun will not be for a Japanese audience only. Namco Bandai Games Europe has confirmed that Naruto Shippuden: Ultimate Ninja Storm 2 will be headed straight to the PAL territories this fall.
For the loyal followers of the manga and the animé, the game will retain the Japanese voiceovers. Sometimes, it's better we don't understand what they're saying, as long as the experience isn't ruined by poor dubs - good call.
A US announcement has yet to be made, but it's almost certain that the game will go that way as well. Check out the Japanese trailer in case you haven't seen it.

Don't blame the voice actors for being paid to read scripts all day, blame the idiots who do cast the wrong person for the wrong role. But if you actually opened your ears and listened, there's no way you can get the same English voice when compared to a Japanese voice, so there's always changes and edits, for various and acceptable reasons. (acceptable most of the time, unlike 4Kids, they just take the piss with their edits)
