There are many possible reasons why Square Enix decided to give Final Fantasy XIII a direct sequel, but according to Motomu Toriyama, it's because a lot of fans all over the world wanted it. So now we have Lightning in a new look, battles a man described to be her rival, and goes further into the game's story. The game director goes deeper into that.

If you'd recall, Final Fantasy XIII Ultimate Hits International also came with Final Fantasy XIII Episode i, a short epilogue that tells the story of what happened after the events in the game. There, the characters move back into their regular non-L'Cie lives, and ends with Lightning exploring a darker world.
This, according to Toriyama, serves as a prequel to Final Fantasy XIII-2.

The length of time needed the last time definitely has something to do with the 360 version.
