Before you go on to be a big shot, you'll have to work your way up the ranks first. You gotta earn your creds, starting from the uniformed cop in the streets...
... and eventually work your way up to here.
While you're getting there, you have a lot of sniffing around to do, getting evidence, finding clues, talking to people, et cetera, y'know, cop stuff. 1947 is described to be one of the most violent years in the history of Los Angeles, so you know you'll have a lot on your hands.
