It's not gonna be all about grinding this time - it'll be grind AND share. It seems Nippon Ichi is all for user-generated content sharing in Disgaea 4. For one, it lets you fight other players' parties by downloading their character save data. According to the latest from Dengeki online, it seems you'll be able to do the same with your maps and senators.

Yes, Disgaea 4 will have a map editor. You can play on your custom maps, of course, but you'll also be able to upload them to the network where other players can rate and download it.
Same goes for the Congress voting feature. You can send your guys - or download others' - to serve as senators. Do note that this could potentially make your propositions a little harder to pass, especially if force is your preferred method of persuasion.
Dengeki also mentions two more new classes - the Battle Suit and Android. No scans have surfaced showing these guys or what they do, so we'll just update you on that end. In case you missed it, the Professor class has already been revealed.
