I played the beta for a brief time thanks to being a FilePlanet member. And I can safely say the game looks bad and plays worse.
It's one of the few games where it took longer to download and install than it did for me to play it and realize I needed to uninstall the abomination I unleashed onto my system.
Thankfully (once again NDA be damned), APB is a much better game and will happily occupy that same HD space when it comes out.

One thing I did have a problem with was it seemed to be to easy to lose the cops. Would have also been nice to not be instanced (you can play solo or with people during the races or events though). Just think about if your just driving around and someone in a police chase came flying past you with the cops close behind
Only took me about 20 min or so to download it, as for the playing being worse then the graphics it played just fine for me, no lag and the controls handled great with the 360 controller (after getting used to the stick being a little to sensitive).
Maybe something on your end affected it? Worked fine for me. :)

For me (and this is of course just my opinion) the game just didn't have a fun vibe to it. I'd much rather play Project Torque or Drift City (which are both free).

Project Torque is still my favorite
