John Smedley of SOny Online has said that the game "needed a lot of work," hence the repeated delays. Now, however, they might as well be very near the finish line as they've already set their eyes on a launch for the second half of 2011. It's been about three years since The Agency was first announced by SOE back in 2007, so hopefully, this time they'll get the date right.
SOE has been buffering the dead air by releasing updates such as screenshots intermittently. They've also previously launched The Agency: Covert Ops on Facebook. It did stir up the rumor that Facebook will be the closest the game will ever get to a release, but at least with this announcement, we now know for certain that it was just to while away the time.
