Asked if the whole StarCraft II story has already been fully written, he replied, "Not really, no." He then expounded, "We're making pretty significant changes and still figuring things out." It is because of these changes that the soonest we can get our hands on Heart of the Swarm is in 2012. Obviously, Legacy of the Void will have to take longer than that too.
Right now, though, they're focusing on working on the mechanics and content of Heart of the Swarm. "We will be very hard pressed to bring it out next year... I don't have a date, but it's more ambitious, it's bigger than what Warcraft: The Frozen Throne was to Reign of Chaos; I don't anticipate it being done in that one-year time-frame."
