Street Fighter IV had a PC version and it sold well. But despite its success on the platform, it was also one of the most pirated. Because of that, Yoshinori Ono put copyright protection first and decided it might be better for Super Street Fighter IV to stay away from PCs, at least for now.
In an interview with Japanese site 4gamer, Ono explained that they're not releasing the game for the PC mainly because it may end up widely pirated like its predecessor. Piracy was so bad that it was even possible to consider Street Fighter IV a "free" game, Ono said.
Ono isn't closing any doors, though. A PC version may still be released, though that's not currently in their plans.

The only platform they still releasing games for the western market are PS3, Xbox360, and NDS, where piracy on Xbox360 and NDS is bad.

Facts PC developers still won't recognize after 30 years:
1. Nobody wants to buy DRM ridden crap. DRM only pushes people toward piracy.
2. Piracy exists. From before the Commodore 64 all the way to the 360, the PS3, the PSP, the NDS, PC computers, and Macintosh computers. This is why they need to produce games that people MUST HAVE instead of squeezing half-finished crap that is 'good enough' through to market.

So Capcom sold millions of copies of SF4 for PC, but they consider it a free game?
