At the Blizzard conference, production director Chris Sagaty revealed a few more details about Blizzard DOTA. According to him, it will simply be a "larger" undertaking than the three other Blizzard mods. And because it's just that much bigger, you can expect its release to be not for a while.
The ambitious scale of the project simply requires more time for them to be able to complete what they envision it to be to the fullest. The other "minor" mods, however, will be ready even as early as the next "few months".
Your participation is also definitely needed as players' reaction will be Blizzard's gauge in determining how much support they'll be giving out for Blizzard DOTA after its release. So if you clamor for tweaks, new content and more, then the more they'll hear from you, the bigger the probability that they'll be on board that ship.
