This little piece of history trivia was divulged by CEO Bobby Kotick at the DICE Summit 2010 happening in Vegas. According to his recount, he visited Maxis' office, developer of SimCity2000, and spent the whole day checking the merchandise out. Unfortunately, at that time he found it to be buggy and unpolished.

It could have been their party...
His thinking at that time was that SimCity2000 was the only reason to buy the company. Little did he know, another project, then titled "Jefferson" was brewing in one of the back offices, which will later turn out to be Will Wright's The Sims.
A hugely missed opportunity indeed given the current success of the franchise. Oh well, you win some, you lose some.
