Currently, ESRB determines game ratings by viewing a video tape of each game's most offensive content, which is created by the publisher of the game. Sterns believes that the ratings need to incorporate the game's entire content, and there should be rules set up that forbid the publisher from disclosing any information (about the game) from the rating system. His bill would also require the US General Accounting Office and the General Comptroller to research the effectiveness of the bill, and develop alternatives to the current ESRB rating system. One of these alternatives includes a general rating system for all music, movies, and games, and TV.
Now jump ahead to present day...
Yesterday, Senator Sam Brownback (R-KS) followed up on Stern's bill and sent a similar bill to the Senate. Seems like this is a pretty serious topic. Anyways, the exact text of the bill hasn't been released just yet, but Brownback seems to have the same concepts in mind that Sterns brought up. He said that watching a video tape of edits simply isn't enough, and that his bill would "direct the Federal Trade Commission to require that reviewers consider the full content of a video game before issuing a rating." His thoughts are also shared with Sterns, with the ideas of a possible general rating system.
Don't think this is all going down without a fight though, the Entertainment Software Association has responded with President Douglas Lowenstein telling Sterns that his bill would not succeed, and that people would not be represented by the average American parents.
Since we are the gamers, we should have some input on what the ratings are, or how they work. What do you think? Should we incorporate more than just the basic "Everyone", "Teen", and "Mature" (besides some others)? Perhaps a "Pre-teen", "Mature Teen", or "Adult Only"? Are we ok with the current ratings, but just need to include more detailed research on games before the ratings go up? Tell us what you think!

Pre-teen and mature teen? Yuck. What exactly would classify as mature teen? 17-18? How are we going to inforce that?
I think its fine this way. What they could do is do it like europe does it. Displaying a minimum age on the box. But in my opinion it's fine this way.
I think the current ratings are fine HOWEVER as with movies we need to ALSO include what the game contains.

Strong language
Partial Nudity
Games:
Teen
Strong language
Adult Situations
VIOLENCE
This way the rating stays the same yet the PARENT gets to know what in the game without having to know the game.
I love the arguments about how it's the parents responsibility to filter their own kids. How is that possible unless EVERY parent knows EVERY game? That's not going to happen, EVER! This seems like a perfect solution to educate parents on the fly as to what their kid is about play.

I think you mean 'hiding any informating'. Disclosing the information would mean they are giving it.
As for the system... Any generic system that just says 'teen' won't work. Every parent censors their child differently and what is offensive to 1 parent (nudity, violence, language) would not be to another. Susie may not be allowed to see nudity, while Johnny isn't allowed to watch violence.
Not that it matters a lick. They see/hear/participate in everything in school these days and even if you DO manage to restrict them, it will cause them to develop a mental instability. Hatred of authority, or internalizing conflict, or whatever. They will NOT be 'normal' if you restrict them too much.
For example: A girl I date in college, she and her sister had parents that were extremely 'Catholic'. The stress they underwent cause the girl I dated to go crazy (she's been to the local looney ward many times) and her sister moved out as SOON as she was 18. Moved in with her boyfriend, in fact... Doing exactly what they were trying to prevent. Way to go, parents. She probably would not have moved out so soon if the pressure hadn't been there.
So I'm all for a ratings system, but it has to actually give information to the parents that means something. Parents will still mis-use it, but not as badly, for the most part.
(BTW, while I enjoy GTA and other violent games, I realize that not everyone can handle the break between reality and video games and should not be allowed to play it. I'm not so stupid as to say ALL children shouldn't, just because some can't handle it, though.)

The ratings system for games already has that information built into it. Every T & M rated game has content information to the right side of the rating. Honestly, I don't think the ratings sustem should be changed at all, but it should be enforced far more than it is right now.

If a game is labeled for adults then NO ONE under the age of 18 should be able to buy it. PERIOD! Fine the CRAP out of any retails that sells to minors.
I like the ratings system. Being 25 and a more mature player you have to understand that there are games out there that are just bad for kids. What upsets me the most is how it is gone about. I reccomend you go read the ESRB rule sets on the ratings systems and be a little appaulled yourself. EX.
You can have a game where you run around heaven and destroy care bears by dismemberment without using blood (just good stuffing flying everywhere) and that game would get a solid "T"
however
A game where you are a carebear and the idea is to collect candy for the other carebears and at some point a ghost/goblin/demon type thing chases you, lets say that happens a couple times. You now have a game that is a "M" rating.
A good example is devil may cry. Because you are dealing with demons (though you kill them) and because of a little poorly animated blood, "M". Then you have Timesplitters where in like level 3 (after you have been killing PEOPLE by decapatation with shotguns (but little or no blood) there is a part with lady's on the wall and you can shoot and kill them. good "T" game btw.
Therefore, it goes is some of the naysayers favor too sometimes to have a game looked at in it's entirety. Also, a further breakdown makes more sense rather than a 3 or 4 step system as we have now. They really should bump the reqs for an "AO" game up and add something between M and AO. Personally Ive seen a lot of "R" movies where a girl impliedly bobbed some guy, but it gets a nasty rating for video games. I think only the "faces of death" type games should get a rating so high that most retailers wont sell it.

It's on the newer boxes, anything released with a T or higher rating in the past two years should have it. I know my copy of DoW does and that was put out in 2004.
People are so stupid....its not the rating system that is to blame for children playing games too violent for them...it their parents fault. Ratings are fine now, the ESRB ratings work well. People need to take responsibility for it being thier own damn fault that their kids play violent video games.
There's nothing wrong with our rating system. I do actually look at the ratings on all my games and see what the rating is (E, T, etc.) and what is contains (violence, language, etc.) and I find that they are accurate and the ratings givin are perfect.

well i gotta say watching a video tape of the game instead of actually playing it are two entirely different things.
i think for the most part the ESRB does a great job and the rating system is more informative then movies but there are times where they allow some content to slip by,i think Zelda should be rated Teen with Ocarina of Time you had a bloody ending and it wasn't exactly a kid game feel or look,and witht he Wind Waker you had a very violent ending,as having a kid run a giant sword through an old man's head did catch me by suprise.

anyways,they should be playing these games in order to rate them,that's like reading a written summary about a movie and rating it without actually watching it.
The ESRB system is fine. These bills are just going to piss them off and just slow the whole system down, since they would have to see the entire game. It would probably take them a whole week just to review one game!!! What is the difference between only viewing the bad parts of a game and seeing the good and the bad? This is so stupid.

what this basically means is that there will be a probably stricter rating system that indicates exactly what age one must be to play a game (13, 14, 15...) and there will undoubtedly be store policies in every single dam video game store that says you must present ID to the cashier and if you're not of age, you can't buy the game. I know many stores have this policy for ESRB ratings (dam those stores), and this will worsen the whole thing. I am also strongly against retards like Thompson and Hillary
Very few places actually card people when buying a game. I am 18 so it dosn't matter to me. People that are under 18 usually get a friend or parent to buy it for them. What does it matter? There is much worse things on TV and you don't see anyone complaining about it. I thinki our government needs to stop worrying about the state of the private sectore video game industry and start being concerned with important things like the torrent of illegal immigrants that are overrunning us every day.
I honestly think that it should be changed, but not how they want it. If this gets passed you will see "T" games go to "M" and so on. I think there should be a universal rating system, that makes sense. However, i strongly reccomend the resons for certain ratings be changed. I am 13 and I can promise you, kids my age have been exposed to drugs sex and violence. If you are 16 you probably have experienced all of these first hand, but any game with some violence, language, sex, and drugs would certiantly be rated "Mature" so what the hell, is that really right. Also I belive a "Mature Teen" rating should be added for people 15+ years of age, after all we do have a "E 10+" rating. So who agrees with me?
ESRB ratings are fine. It's a parent's responsibility to know what they are buying. It's like saying we need stricter rules on movies. I don't let my kid see R ratings, but I will sooner or later probably long before they are 17. But I'll also ensure I'm letting them see R ratings that are appropriate.

is better then the one used by the motion picture assoc. I know exactly (when I look at the back of the box) what's in a game. With descriptions like:

Strong Language
Intense Violence
Blood & Gore
Strong Sexual content
and
[T]
Violence
Mild language
Suggestive themes
Hell, even different types of violence are listed. IE- Shadow of the Colossus is described as having "Fantasy Violence" where as SanAndreas has "Intence Violence" and games like Kingdom hearts have plain ol "violence".
Up until the whole SanAndres scandal this topic was fairly mum and changing the rating system (and how the esrb comes to produce those ratings) had not been taken seriously. That said, I believe that the system still works fine. That one thing slipped through and there was an uproar in the political scene but when it comes down to it the game (SanAndreas) was a M rated game with such discriptions as "Intense Violence" Stong Sexual Content", "Blood & Gore" and "Use of Drugs & Alcohol" right beside the rating, you'd think that would of sent up warning signs to parents who bought such a game for their kids? or perhaps to retailers who were selling this game to minors?
...No I guess not.

But as a adult, i think kids shouldn't play much video games. They should really enforce the rules to avoit kids getting their hands on GTA, as the crazy realitic next-gen games are waving in.
Forget ratings. We need less of them. I think I can narrow it down to 2:
WMPPC, which stands for Will Make Parents and Politicians Cry. The games in this catagory will be basically everything.
WNMPPC, which stands for the same thing except with a "not" stuck in there. The games in this catagory will be lumines, Loco Roco, Katamari, and Thrill Kill (just because). The Mary Kate and Ashley games will not be included because they make everyone cry.
Now as for the psychopaths and the idiots that think action based on computer generated images on a screen is justified and right, most people refuse to starilize these people, so this is the price you pay.

I think some people are missing the point here. The act is NOT to make games harder to get for kids. It is to provide a more accurate assessment of what is In the game.
If games are currently rated on clips MADE by the PUBLISHERS, don't you think the clips will be biased?
I think that the current rating system is fine. However, there is no poblem allowing the ratings to be based on the entire game, not just the samples. This will help prevent those annoying post-release ratings changes (GTA and Oblivion come to mind). Nothing else would really change.
I also agree that who can play games is a decision left up to responsible guardians or parents.
Man im glad that im a Canadian, we dont have to worry about all this ratings, BS. we have our own ratings on TV and movies and they work just fine.

Games inluence THE IMPRESSIONABLE PEOPLE. To see if some one you now is impressionable, find someone who the person in question appears to talk to most. Make them do something different, such as turn their hat backwards. If the person you believe to be an IMPRESSIONABLE person does the same, you know that they are only meant to see Sesamy Street and watch NOTHING ELSE. Currently there is, NO CURE, for them. They are ususaly very loud, innoying, and say, "but i dont want too." is a very small voice, ans they have thier head lowerd. The only way they can change is if they are constantly teased if they tell on teachers. They will become more independant and usualy become more like the rest...

It's up to the parents to tell their kids what they can and can't play. I feel all this bill will do is slow down games to be released a tremendous amount, and maybe add a long list of things they consider "need to know information." This will probably include spoilers so your kids don't become rapists trying to recreate that love scene at the end of the game they were playing. I admit, i played Doom when i was a little kid. But I had my parents there to tell me that I shouldn't go and blow up people. The parents are the most importaint part of the development for a kid. not some suit wearing asshat saying that the ESRB is incompetent of describing what the hell is in a god damn video game. I'm glad I did a school report on this a couple years ago. I wasn't sure how exactly the ESRB got their content. Whether if they were given the game for them to play through or something else. however, the developers make a video of the most offensive content in the game. They could possibly make it seem not as bad at it actually is (GTA's Hot Coffee for example). The ESRB needs to keep their rating system but add a new rating in between "T" and "M" similar to the "E10+" rating that was added in March of 2005. They also needs to be more descriptive in their content descriptors. How much blood is in the game? How much violence? How much language? When most parents see a game that's rated "M" they immediately think of any of the "Grand Theft Auto" Games. Some one who wants to buy Halo 2 and isn't old enough needs parent permission (if they don't have an older brother who will buy it) and chances are, they won't get it because "It will put bad thought in their head". They need to read the content descriptors and do a little research on the game content before making their decision.

I've said it time and time again. Kids will get what they want whenever they want. They'll play them at a friends house because someone's parents will think their children are more mature than others. Hell, I saw Apocalypse now at the theater when I was 14, my dad got me and my friends in. As long as he approved, they couldn't turn us down.
Sales will happen with any bill they propose. Someone always has an older sibling or friend that will go buy the product.
Do the laws stop people from buying illegal drugs? no. Do the laws stop underage people from getting hold of beer or liquor or even cigarettes? no. Many clubs don't even card people to get into events.

Just another fine example of big brother sticking their noses in something they have no idea about just because some idiot 15 year old who was fondled by bad touch uncle molestor decides to pull a shotty on a group of people and start firing. LOL no gaming establishment isn't going to care about these so called "ratings". They only care about making the sale. Although if congress can pass this law or a law that could make businesses liable, it could very well mean that if a business is proven negligent in the sense that if he sold a game to a minor that caused him to commit terrible acts based on the content of the game, they could be in serious trouble. I know it's a flimsey hear say hypothetical, but it could mean business's could suffer serious fines or reprecussions. I'm not saying parents are going to be aware of everything that's going on in their child's life but they should at least have an idea of what's going on. It will be interesting to see how this turns out.

In the current way its down to the parent or guardian to choose if a game is too sick for their children to play.

It is not really about what age level it is appropriate for, it is about what type of parents kids have. scrap all these age based ratings in favor of rating like:
Lenient
Standard
Conservative
Paranoid
Religious Zealot
Besides, what old ratings board fart is going to be able to make it through the 40-60 hours of content in a good game, even with a fist full of cheat codes.
instead of finding out ways to help people that are easily affected by certain types of content in games, movies, and music, they take the dumb route. seriously a kid will definitely play what he or she wants to, there is absolutely no doubt in my mind that children can find a way to play a game they want.
And the reason why is that, as a whole, gamers are NOT voters. That is our own fault. In todays world, the American government has one overriding concern at the individual leve, and that is getting re-elected. There are folks who DO vote who do not understand or even hate video games. By passing legislation against that media, they are appeasing those people with no current downside to themselves. This is an easy issue with which to gain votes without losing anything of consequence, because we do not vote. You want the government to care about how you feel about video games? Then you had better get involved. A good start is to check out GamePolitics.com and move on from there. I am totally serious. If you do not speak up, then your opinon means nothing. And if we don't speak up, the industry will soon be changed forever by people who never pick up a controller.

this guy so stupid mature teen thats the same as the current mature rating yes they can enforce some what b/c i work retail when u go to scan a mature game (also rated R movies) it comes u for the customer to show ID if they look underage if they are it wont allow u to sell it to them.
there is nothing wrong with the current rating system of Games i actually find it better on games then movies b/c it more easily understood E (Everyone) E 10+ (Everyone 10yrs or older) which would pretty much be the same as that preteen rating the guy was talking about and then M (Mature 17yrs +) and they do have AO (Adults Only) but never really had to use it on any games and plus on the back it gives u reasons y its rated that way for movies u would have to read the whole decription of the movie to try to figure out y its rated the way it is.
I agree, I also think it would be a good idea to have the same rating systems for all everything like movies, games, and TV maybe music i think it should be the same rating system games currently go by b/c i personally think its better than any rating system they have for movies and TV and plus then everyone would always be trying to figure out the what the difference rating systems mean. Wouldnt get confused between them.
Yea ur right i mean i work retail and i get parents all the time that buy M rated games for their 10yr old and then wonder y its such a bad game and that someone should have told them that it was like that. You know what u stupid Parents WAKE UP!!! Y in the ***** do u think its rated M for it even says y on the back of the game yet they still get it for them its totally the parents fault if they are letting their Kids play those games just like its their fault if their kids watch a rated R movie if u have a little kid u should be aware of what games ur kids r play just like u would be aware of what movies and TVs they watch so dont go trying to blame ESRB for ur own stupidy
I dont understand why people get so raped up about this i play god of war and all that crap and i dont get the urge to blow crap up or shoot someone. The problom is with the person playing it ive play video games since i was 5 first game i played was mortal kombat I. I turned out fine not killing anyone so i think they need to lay off this subject and find something better to do like ending the war in Iraq.
