Pre-orders for Dissidia are now available in Japanese retail stores. Lucky gamers over at Japan can finally make sure they'll be able to got a copy of Dissidia: Final Fantasy when it comes out on shelves by December 18. (No one wants to be faced with a "sold out" sign during launch day, right?)
Retailers are even throwing in a freebie for pre-ordering the game: a "special calendar" (most likely Dissidia- or Squeenix-themed). Pre-orders for the game will close come December 11, just a few days up until it finally gets released.
And look what we found in Japanese retail store Lawson: it seems to be the boxart for Dissidia! Other than Lawson, pre-orders are also currently available via 711 and Tsutaya. So, if you really want to import this title, there's your ticket - just make sure the online store you're pre-ordering from has shipping!

Yep, there are. The only handful of characters which HAVE been confirmed and DO NOT APPEAR in the image are...
Sephiroth
Kefka
Golbez
Cecil
Those four have already been revealed in trailers, scans, and/or screens (or all three). Exdeath has also already been announced during the DKS event, however we haven't seen him in any visual medium yet.
As of now, there hasn't been any mention of heroes to represent FF5, FF6, and FF7 yet. But we do know their bad guys already (respectively: Exdeath, Kefka, Sephiroth). Quite possibly, you can probably already guess the good guys to represent these three games.
"shouldn't they be on that pic?"
Not necessarily. Square Enix wouldn't want to put all their eggs in one basket (or in this case boxart), right? Maybe the others that aren't confirmed are going to be left unconfirmed to avoid spoilers.
Hope that helps.
