His speech is slated for September 24 at 10:30AM, and will be entitled "New Tactics for 2009". This ought to be a good time for Sony to announce that price cut and that persistently-rumored PS3 Slim.
Meanwhile, other members of the industry will also be showing up at the event, such as executives from Capcom, Sony, Namco Bandai and Square Enix, all to hold their separate panel to discuss the focus on a global strategy.
If you'd like to check out the happening at this year's TGS (or their booth babes -- am sure you'd love to see the booth babes), hop aboard a plane to Japan then head to the Makuhari Messe Convention Center in Chiba on September 24 through 27, 2009.

Its already been confirmed by 1UP that PS3 slim will be announced at Gamescon in august. Thats why Sony wanted 3 hours.
TGS is going to tell you why they leak info about stuff, its the new tactic.
1UPs usually correct about stuff like this, they originally leaked out PSP GO being at E3 and by the way Japan is out of PS3 stock.
Its highly likely PS3 slim will be at Gamescon.
Remember this things change.
People may think TGS, thats what Sony wants them to think, thats BS.
It maybe at TGS but its most likely at Gamescon because its already been confirmed for an august release.
