There are a lot of other PSP wallpaper-making tools and sites out there but this particular one boasts of the ability to convert larger jpeg, png, gif, or bmp pics and that it's fairly easy to use.

You can:

Adjust the screen image of the PSP
Resize height
Resize width
Enlarge or shrink the image
Rotate
Add text
