Project0 is a homebrew application developed by Adrin and submitted to the Scenery Beta competition, which aims to be an "all-in-one to set your PSP: USB mode built-selector topics launcher applications, option for pandorizar / despandorizar battery," dump "the NAN, hide your files"...Pardon the engrish. That's the best our trusty Google translator can do. Anyhow, as you may glean from the description, this application attempts to provide you with a whole set of utilities that is "presented with a colorful graphical environment."

engrish is japanese translated poorly into english. this was spanish...
These days engrish is used more as a general term for anything badly translated in to english. Admittedly Japan started it all with its poorly translated games (prime example everybody knows, Zero Wing) but with the internet age many users for different languages are comming together and trying to communicate, obviously not everybody is 100% at english.
I speak very fluent engrish.LOL.
