Dev HyperHacker has released Luna, a fully customizable shell designed to replace the XMB without all the risky business of difficult custom theme hacks. Customizing is done through LUA, though the program itself already has default skins.

The readme provides more information on how to customize your own skins. If you're not a programmer, HyperHacker says you'll still be able to use the included skins as a base for your own mods. Here's a (blurry) vid to show you how it works:
