Anyhow, undertaxxx mentioned that this was originally made by Sérgio Catumba and Innercy, but he decided to re-style everything on the XMB so that it would look perfect with the high-res icons. The package includes the following:
- 32 bits High-Res Black Icons
- 32 bits High-Res Battery Icon
- 32 bits High-Res Volume bar
- 32 Bits month background + Bogus Waves
- 32 Bits High Res Load Icon (game, savedata, photo & corrupt)
- 32 bits High Res Load Circle (Right Corner thing)
- Xmb line, Shadow, Selectbar customized to Black/Cromé
- All other thats included and i forgot

That's what I ended up doing last week. I decided it was awesome to be able to customise my XMB and there are really no downsides to downgrading. There is a plugin to have 3.10 POPS on the 3.03 OE-C and the only other feature in 3.10 OE is a little thing in the web browser to make pages load a little faster. So downgrade today!!! It's worth it.

Topmenu customizations (ie custom XMB icons) do not work in 3.10. They were blocked by Sony. Downgrade to 3.03 OE-C (the same way you would if you were upgrading it), then install the theme again, and it should work.

*"Custom XMB Icons" folder - contains 146 custom xmb icons
*"topmenu_plugin.rco flasher" folder - contains the flasher that goes into either your GAME folder or GAME150 folder
*"Topmenu Generator* - this is an app for your computer that creates the topmenu_plugin.rco out of the 6 icons you choose
Instructions
*Download and extract the contents of the zip folder to your computer
*I AM NOT RESPONSIBLE IF YOU BRICKED YOUR PSP, this wont brick your psp though, its safe
Creating the topmenu_plugin.rco
*on your computer
*doubleclick the topmenu.exe in the topmenu generator folder
*choose your firmware (choosing 3.02 OE will work for 3.02 OE-A')
*now choose your icons by clicking on the "browse" button and choosing the icon your want
*after you picked out your six icons, press the "create" button
*then a folder should pop up with your custom topmenu_plugin.rco
Flashing the topmenu_plugin.rco to your psp
*extract the contents of top_menu.rco flasher folder into either the GAME (1.5, 2.5 users) or GAME150 folder(3.02oe, 3.03 oe users)
*copy custom topmenu_plugin.rco from the folder that popped up after you clicked the "create folder"
*go on your psp and run the topmenu_plugin.rco flasher app
*press "o" to flash the topmenu_plugin.rco to your flash0

So I tried copying all the files over, but I was getting that "disk is full" message, so went to check the FlashAgent, but when I tried activating the USB connection, it just froze and turned itself off. U can still access the recovery menu, and all subfolders but again it freezes up when I choose one of the options like "system information" or "battery information". It just turns itself off.
The UMD in the PSP runs fine - unable to try iso's due to not being able to connect it to the PC.
I backed up the 01-12.bmp and topmenu_plugin.rco files to my PC but restoring them hasn't helped (I forgot to back up the other files when overwriting them with all the files from the black XMB above).
Tried restoring it to 1.5 but I can't because I can't activate the USB to connect to my PC.

The answer is NO.... you have to put the recovery folder on your mem stick and go thru Recovery mode to enable the downgrade.
But considering that you thought you delete stuff to downgrade.... you shouldn't try it, you'll probably brick your PSP.
