Hori has announced the TV recorder “Memoreco” for the PSP.
Memoreco is a simple recorder which records TV programs directly onto Memory stick Duo for playback on the PSP.
This product will be released in the late December of 2005, price 13,444 JPY ($115 USD). US release plan is unknown yet.

If Tivo offered an add-on memory stick reader and automatically converting files to the psp, it would basically kill this device in the US

This clearly says that the video will be playable on your PSP. Since the only type of video to "officially" run on the PSP is MPEG-4, I think it's safe to say that yes, this device saves the videos in MPEG-4 format.
