Update: EA has responded to player concerns regarding the shrinking number of DICE-managed servers in BF3:
"DICE is not shutting down servers. If DICE-managed servers appear unavailable, it is because they have been rented and customized by players. DICE will continue to add servers and will reserve a percentage of servers for players who prefer to connect through DICE-hosted servers."

Battlefield 3 is a video game. In this game, you pretend to be a solider and attempt to kill other people pretending to be soldiers. They call it “online multiplayer.” In order for this “online multiplayer” to function, games must be hosted on a thing called a “server.” When Battlefield 3 launched, there were a number of free, official servers protected by developer DICE’s rule set. But free servers seem to be on their way out.

Last month, EA brought a new “rent-a-server” option to hardcore Battlefield 3 players. For $30 each month, you and your friends can run your very own BF3 server, with your own custom rules. It’s a cool idea, with one major problem—since its implementation, EA and DICE have slowly been pulling the official free servers offline. In fact, there are currently zero DICE-managed servers running on either PSN or Xbox Live.
Community manager Daniel Matros offered up this response when asked about the issue in a Reddit “IamA” question and answer session:
“There is only so much physical space and digital space where you can have servers. The community requested [a rental program] and we delivered.”
EA hasn’t offered up any other information regarding the disappearance of official servers, so at the moment this appears to be the way things are. This is especially offensive since EA forced players into Online Passes for BF3, which means people who bought Online Passes simply paid for the privilege to access servers paid for by other players.

second: why is it bad if the players want to rent servers (its free wilL! they don't have to rent servers) and EA gives more players the chance to do so?! why should they cut off the supply to the demand?!

Private servers are awesome when used in a balanced tandem with official servers. All private servers is not a good balance. It sucks and it was done for money. As gamers we should not approve of the precedent it sets.
