No, there's not another hack going on. Rather, it's because of the expected heavy flow of traffic onto the PSN's network. This should be expected, of course, considering that people are rushing to get back online after some three weaks of dead, cold silence from PSN. Simply put, it's a matter of managing the rush of ISPs on PSN.
The only thing is that they did not divulge which specific areas will be affected by this intermittent shutdown, or what time will it be happening. Still, best be on the lookout for it. If you do encounter it, at least you know what's going on.

Me on PC and him on PS3, we had severe lag and we're only a couple of miles from each other.
Whether its related to this I'm unsure, but I assume it is, until then Portal 2 on PC or Mac for my mate.
