The viral campaign that Capcom was running turned out to be what mos of us thought it would be: Resident Evil 6. The trailer is below if you haven't seen it already and Capcom has released some details that you can't exactly extrapolate from the action-packed video.
First and most obviously, you finally get to play Leon and Chris together. Of course, Leon is in the US and Chris is in China, but maybe they'll actually get to meet at some point. There is a third playable character, the new guy with the shaved head whose blood is supposed to save humanity, but there's no name released for him yet.
As you can see in the trailer, the zombies are back instead of the various "infected" monsters seen in the past few RE games. You also see a new BOW (Bio-Organic Weapon) in the trailer, and Capcom has said that this new monster is called the Javo. Not the scariest sounding name, but hey it looks cool.
This game takes place 10 years after the original Raccoon City Incident (i.e. the first Resident Evil) and Capcom is aiming to make it the "ultimate horror entertainment."
The best part is that it's coming out this year...November 20th, 2012 to be exact.

The outbreak of the virus was known in Raccoon City.
But yeah... the incident happened in the Mansion.
Haven't played the PS1 titles in a long time, so not quite sure what exact story was.

The original outbreak took place in Arklay Mansion, which was located in the Arklay mountains on the outskirts of Raccoon City. And technically that outbreak was a "contained" outbreak.
It was set up as a field test of the B.O.W.S. by Albert Wesker.
The first outbreak that people actually knew of was the one in Raccoon City itself, which infected the entire city, which was spread by sewer rats.
