Frank West was supposed to be part of the Capcom side of Marvel vs. Capcom 3: Fate of Two Worlds' roster, but he was ultimately cut from the final list of playable characters. A rumor, however, suggests that the zombie-bashing photojournalist from Dead Rising will be making an appearance in the game along with another Capcom character, Strider Hiryu.
The image below, which appears to be a low-quality cellphone pic, shows West along with Strider Hiryu teaming up with Ryu in the latest Marvel vs. Capcom series entry. You can even see part of Strider Hiryu in the right hand side.

The possible inclusion of Frank West in a future Marvel vs. Capcom 3 downloadable content pack isn't so far fetched. Before he got cut from the final roster, Capcom had already invested quite some time in tweaking and rebalancing his Tatsunoko vs. Capcom moves for the game.
"As for Frank West, he was actually in the process quite deep, and in one of our high quality CG trailers he was actually part of it," said producer Ryota Niitsuma in late January. "But we've taken him out, due to the fact that we've foreseen some extra work involved, just from the nature of his moves."
It's been a while since Marvel vs. Capcom 3 launched, so perhaps they've finally worked out a way to include Frank in the game. As for Strider Hiryu, well, he was in the first two games so appearing as a downloadable character won't be impossible, either.

Capcom: Hey let's make this guy DLC. So we can say we listened to the fans but in reality hustle them for more cash.
