Sony to release PlayStation Suite SDK this November |

Aims to ease cross-platform content development for all PlayStation Certified (PS Certified) devices and hardwares, including Android based portables and the PlayStation Vita.

According to Sony, the PlayStation Suite SDK will use the C# programming language. "PS Suite SDK can run programs developed in C# on virtual machine equipped on both PS Certified devices and PS Vita. By supporting development for multiple devices and by adopting libraries to create a variety of content not only limited to games, PS Suite SDK will not only help developers save their cost in creating new content but also allow them to efficiently create their content on one SDK and without having to create on several different SDKs."
The current PlayStation Certified device line-up includes Sony Ericsson's Xperia Play, and Sony's upcoming Tablet S and Tablet P. Sony notes that they "will continue to further accelerate the expansion of PS Certified devices in addition to the current hardware line-up."
The PlayStation Suite SDK will be available for content developers starting this November. Hopefully, will see the fruit of their labor next year.

You can already program whatever you want for android and have it use the Vita's joystick and such, you just can't take advantage of its hardware as easily as a lower level sdk like Sony plans to release.
Sony would not release this if it didn't stand to make a profit, obviously there will be some sort of app store, if not right through the android store, that these apps will be released on.
If you had an Android phone you could make "homebrew" for it right now.
