Sony has no idea why Monster Hunter 4 isn't on PS Vita.

"I don't know. You will have to ask Capcom," said Hiroshi Kawano, President of Sony Computer Entertainment Japan, when asked if Monster Hunter 4 will be on Vita.
In truth, we really don't know if Monster Hunter 4 is a Nintendo 3DS exclusive at this point. However, given that it made its debut at Nintendo's pre-TGS conference, it's most likely a timed exclusive at the very least.
If Monster Hunter 4 comes out in 2012, a 2013 PS Vita release would be in the realm of possibility.
But Monster Hunter 4 just might be a 3DS exclusive. Monster Hunter Tri released only on Wii (it did, however, see various portable editions) and Nintendo has really helped Capcom market the Monster Hunter series in North America and Europe.

MH made a name for itself on Playstation consoles, and it's well known amongst the fans as one of the best games there is on the PSP.
Poor decision capcom, poor decision.
