Every video game ever made was created by a game developer. Whether that dev was a team of programmers, artists and testers working in concert or one man sitting alone at his computer, someone had to put in the labor and bring that title to bear.

Over the years, we’ve seen some developers grow into full-fledged industry titans, smashing records and setting trends whenever they care to release a game. Rockstar, BioWare, Bethesda, Epic and even Nintendo all have reputations for creating products that push the boundaries of the industry and the gamers that love it.
Beyond giant devs, of course, there are hundreds of smaller studios turning out top-notch products. Mojang is quickly growing into its own, Rovio practically owns mobile gaming, Firaxis dominates turn-based strategy and Valve is, well, Valve.
It’s hard to call one company “the best.” Trends come and go—games explode and then fade away. But somewhere out there is a studio that has consistently made the best games in the industry, and that studio deserves a shout-out.

BioWare(minus the whole ME3 thing, which I think EA was mostly to blame for)

None of their games have really been "hit or miss", it's usually a hit right off the bat.
They take chances with their content and actually try to please their audience.
Unlike other companies that tip-toe around a mature rating and immediately bend over when there's a slight outcry about questionable content.

I mean every game they released is still playable and enjoyable crash bandicoot, jak and daxter, uncharted
2nd in my list is Konami
Almost every MSX game was so fun and MGS :)
