Over on the Neverwinter Nights 2 forums, Ossian Studios' Russ Davis recently posted an update on the Mysteries of Westgate Adventure Pack. Specifically, his update talked about the checkered past of Westgate, focusing on how Westgate's rulership tumultuously changed over the course of 16 centuries.

Apparently, Westgate happens to be a hotbed for political turmoil. The region was originally presided over by a topaz dragon until a Netherese wizard vanquished him and became Westgate's first human king.

Over the course of 1600 years, many people have taken over the throne. These include a vampire, a doppelganger (who killed the king and prince before taking over the throne), a tiefling who proclaimed himself a Son of Bane, and an androsphinx. Despite these changes, it was the pronouncement of an elected leadership lasting four years that really managed to keep the peace in Westgate.

That is, of course, until the Night Masks make their entry into the city. This is where you come in though, so it's a matter of perspective we suppose.
