Because Gabe Newell wants to make sure you get a piece of the Steam Guard action, he's given out something ultra-precious to him. His Steam password was recently revealed at a presentation for the Steam Guard technology. In case you feel like you're missing out on what it is, it's simply the controversial Digital Rights Management (DRM) system that's been incorporated into Steam.
Explained Newell, "In addition to email-based authentication, Steam Guard will soon offer other forms of secondary authentication, such as Intel Identity Protection Technology, a hardware-based security feature available with the new 2nd Generation Intel Core and Core vPro processors. With JPT, secondary authentication is effortless, as it is provided by the chipset itself."
Here's how Steam Guard will work: upon registering, your account will be locked to a specific computer. From that point on, you will need to authenticate from that computer if you want to be able to change the details of your account. The rationale for this system is that so you can have your Steam account protected against nasty phishers and hackers.
The beta for Steam Guard is actually ongoing right now. You might want try that out, see how it suits to your liking.
"To opt into the latest Steam client beta and begin protecting your account with Steam Guard, launch the Steam client and visit Steam Settings' Account tab, then changing your beta participation to 'Steam Update'."

My point is that while no one would purposely trash their computer, things happen to them that no one can predict and because of that locking your ability to change your settings to a single PC is extremely stupid.
Unless there's something that I missing this will end very, very badly for some people, for everyone else not so much but imagine if you were one of those people. It would suck.

Also, as far as the tech (intel's IPT).. this is far from amazing..

actually tried to login *even from the PacSteamT client* and couldn't do it. (gaben used #Steam_RecoverL ocked_CannotAcc ess. IT'S SUPER EFFECTIVE!)
