In the movie "Vanilla Sky", one character named Thomas Tipp shouted while drunk, "People will read again!" He implies that despite all these innovations, people will eventually return to basics. Now, The Burning Crusade is indeed a good and fitting expansion to World of Warcraft (WoW). But in one point or another, people will feel the desire to go back to basics.And it looks like that time is beginning now. Bob, from WoW's official community site, brought this topic up. According to him, there are really no problems with TBC, however, he feels like it would be awesome if people can experience WoW again before the Dark Portal was even opened.
Bob suggested that Blizzard could come up with a "Classic Server" wherein no 60+ content will be available. New races Blood Elves and Draenei are welcome, of course, but the level cap will remain at 60. Blizzard's Drysc picked up this thoughts and shared his two cents' worth.
The idea of having non-expansion realms has definitely been brought up before, but it's not something we want to pursue currently. We don't want to break up our player base by what they have or have not bought by entire realms. We like having players still able to interact even if they can't visit all of the same places, and we have attempted to encourage it by making sure players have to go back to Azeroth every once in a while.
This idea of having classic servers is not entirely new as other MMO video games have tried it before. Some such titles include Dark Age of Camelot, EverQuest, and even long-running game Ultima Online. The desire to return to simpler times is inevitable and we will just have to see if Blizzard will eventually give in.

The simple reason why Blizzard won't do it is that it's bad for sales - if you're constantly surrounded by level 70s with better gear than you, ganking you etc, chances are you're going to want to be 70 too... and when you buy Burning Crusade, Blizzard makes a profit.
