- Cut, copy and paste
- MMS
- landscape view for Mail, Text and Notes
- stereo Bluetooth

I can see that is possibly could be true, Apple like many companies probably pay someone for libraries to communicate via bluetooth. As up until now bluetooth would have been left disabled in ipod Touches apple would have paid nothing to said company for bluetooth on the iPhone touch. Now if they're going to enable it they will have to pay said company for each person that activates bluetooth on their iPod touch.
Microsoft did a similar thing for mp4 playback on the 360 they pay a company x dollars and/or cents for each perso nthat downloads the "optional" mp4 playback software. The difference is MS planned it that way from the start and you're already paying for that "optional" update when you buy the 360.
For apple unfortunately they've had to change horses mid stream because they realised hey you know what bluetooth isn't dead and people are jailbreaking devices to get things like ibluetooth.
The alternative is just to release a separate firmware update sans bluetooth for ipod touch, but I imagine that wouldn't make people very happy either. I think you'll find apple have done the right thing for all concerned here, $10 isn't alot of money for an individual. Again though has anyone from apple even confirmed that ipod touch users have to pay?
