Sony caved to threats that retailers would remove PSP from shelves if there was no price drop. Retailers in Japan, Canada and the Pal regions didn't threaten so Sony didn't bother applying it to them.

hey hey us Canucks got the deal also, on the ebgames.ca site it says there is a price drop and I called the three local outlets with them all confirming it. Time to get my 10th psp over the last two years. Maybe I'll bait and switch it for my bricked one, Can't have too many psp's, psp, psp, psp, psp, psp, psp, psp, psp, psp's

...Sony wants to clear out inventory of the old PSP before they release the revamped PSP2 this summer/fall. The new PSP2 will be on a more-battery-efficient 65nm process and will include the new features Sony had been planning for a while.
