David Paterson signs videogame legislation - Image 1Remember that mandatory game ratings bill that was passed by the New York Senate last month? Just yesterday, New York Governor David Paterson signed the video game bill into law, creating an interesting precedent for videogame legislation.

The videogame bill in question is described thus by the office of the Governor

A.11717 / S.6401-A (the videogame bill) establishes an advisory council to conduct a study on the connection between interactive media and real-life violence in minors exposed to such media. This bill will also require new video game consoles to have parental lockout features by 2010, and mandate that games sold at retail disclose the ratings obtained from the gaming industry's voluntary rating system.

GamePolitics' coverage (external link) of the legislation also has a comment from Richard Taylor, Senior Vice President of Communications and Research for the Entertainment Software Association (ESA):

The state has ignored legal precedent, common sense and the wishes of many New Yorkers in enacting this unnecessary bill. This government intrusion will cost taxpayers money and impose unconstitutional mandates for activities and technologies that are already voluntarily in place. It also unfairly singles out the videogame industry over all other forms of media. One wonders where this overreach by government in New York will end. If New York lawmakers feel it is the role of government to convene a government commission on game content, they could next turn to other content such as books, theater and film.

I'm glad this guy can barely see. Things would be worse if he could see like normal.

...just gonna attract more modders and hackers into the scene.

This will backfire, just like copy protection increased illegal downloads for PC games.

 » parental locks?

So what? The PSP already has a parental lock feature and it hasn't done a thing.

 » What's the point?

All this bill really changes is the fact that there is now an official council. Games were already required to show their ESRB rating. Plus parental locks were started with the PS2. The only council I can not verify a parental lock is the Wii, and that is because I do not have one. This is pretty much a waste of time. The only reason the council exists is because games were just another that could be blamed for violence. At first it was music. Face the fact that it is more of the parents fault for the violence. They let violence start in the beginning and after it was started they haven't tried to stop or slow the increase in violence. Games are just a scapegoat to make parents feel better. Also I am not blaming all parents. I will not blame those that do their best. Things that really don't help, as-well, is the fact that teens are also a cause. They will see a bit of violence in real life or somewhere and will put it in their life with no consideration for what the younger more impressional children see. It is simple "Monkey see, monkey do." An example would be the single digit, 9 and below, kids that cuss at the set of schools I go to. It is because they saw older students doing so they implement it in their lives ,and it is a vicious cycle that will repeat.

 » OMG!

What a complete waste of taxpayer money. All existing consoles of this generation, with the exception of DS already have parental lockout features. If people could get their heads out from under their hindquarters and read a manual, they'd know this.

The industry is so far ahead of this game it's ridiculous, and yet idiot politicians still want to justify their position by marching the "Video games are bad" banner up and down the backs of gamers.

This makes me physically ill.

As for the, "study on the connection between interactive media and real-life violence in minors exposed to such media."
This is a dead horse. This is a very dead horse that has been beaten so much it's hardly recognizable as a horse.

There have been so many of these studies... each finds differently.

The last one I read was linked here on QJ somewhere. It said there was no connection. In fact it found that children who did not have access to video games were more likely to be violent because of social exclusion.

Heh, the DS already has a parental lock. It's called Nintendo. ;)

They don't allow any "big boy" games. The only inappropriate games I can think of are Feel The Magic and Rub Rabbits, and that's a big stretch. I mean, the game implies stuff, but nothing outright inappropriate is ever done; I think.

Oh really.

What about Grand Theft Auto: China Town Wars?

And what about resident evil and mortal kombat? Just saying, those are rated mature as well.

"idiot politicians"
totally agree

the way you stop violence is with violence

must violence are caused by thugs..
you beat the ***** out of the thugs, shoot them in the knee caps

if for example someone stold, a hiding and then a knife to the hand should do it

if someone carries a knife, make sure the cant carry one any more (chop)

joyriders, the knee caps and hands, possibly shoulder too if not simply the back

scare the ***** out of the bullucks
and theres no-one better to do it than their own community, punishment beatens is whats required

there aint no link to video games, theres no link to any media, the link is THEY CAN GET AWAY WITH IT

» Barbaric but Necessary and True

If we beat the crap in public out of every frikkin creep that broke a law, I'm 100% sure that these problems would decrease, especially the whole kneecap thing.

» A wise man once said...

"An eye for an eye, a tooth for a tooth, and soon everyone is blind and toothless."

Violence breeds more violence. Violence isn't the answer to anything.

"War doesn't decide who's right, war decides who's left."

   Re: emcp - 2008-07-23
 » and

hopefully theres not enough people left to cause violence

sorted
also i do believe that the wankers are given a warning, a bullet to the foot or hand should suffice

and i could come back with another metaphor
thing is metaphors contradict each other and do not reflect real results

if you think about it slightly more logically than that, and not just in short-term, it will become clear that it works

 » hmmm

isnt doing this a violation of the 2st amendment?

this is gonna be a huge failure:)

   Re: trixter - 2008-07-28
 » Whatever...

Whatever happened to having a choice? I mean if I'm over 21 and I wanna kill people in a virtual world with any violent means necessary then surely I'm entitled to? Deter people from committing violent acts in real life - sure (and make sure that they suffer for such crimes). Anyway there will always be someone out there that wants to impose restrictions because they've been given the power to do so but if I do it behind doors and I'm not harming anyone else or influencing anyone else then surely I'm entitled to do whatever it is that I please!
