While Leipzig is at a rather central spot in germany, Cologne and Frankfurt are located in or at least nearby the most (and most densely) populated counties, so the national attendees have shorter trips to the convention. Plus, in comparison to Leipzig, those cities have better infrastrukture regarding hotels and other options to spend a night.If you try to rent a room for this years GC, you will not find anything in Leipzig at all, it's booked months in advance. In fact, visitors place reservations for the next year when they leave this years GC, so knowing where the GC will be held the upcoming year is quite important. On the downside, a room in Leipzig is cheaper ;)
Another sidenote: Games Convention (aka GC) is the public event, the GCDC is the Developers Conference with no public access. The GCDC starts on Wednesday, the GC on Thursday.
